Development of the Montenegro National Adaptation Plan (NAP)

Adapt40 worked with UNDP Montenegro team on the development of Montenegro’s National Adaptation Plan (NAP). The NAP has a sectoral focus on Health, Tourism, Water and Agriculture and integrates cross-cutting themes such as gender, social inclusion and ecosystem-based adaptation.
Adapt40 were the lead authors of the NAP, and alongside a team of local consultants we:
Assessed risks and vulnerabilities of the key sectors (Water, Agriculture, Health, Tourism) to create a baseline for the action planning and created impact chains for each sector.
Implemented participatory approaches to engage a wide range of stakeholders to verify sectoral vulnerability assessments, shortlist and prioritise key vulnerabilities.
Conducted an assessment of capacities and the enabling framework for the NAP.
Drafted and agreed the vision, strategic and operational objectives.
Identified a long-list of adaptation measures.
Implemented participatory approaches to shortlist and prioritise adaptation actions.
Developed comprehensive gender-sensitive actions that link to finance.
Developed the Monitoring and Evaluation Plan.
We ensured the integration of gender, social inclusion and ecosystem-based adaptation best practice to ensure the NAP reflects ‘Just Resilience’ Principles.
We drafted the final report which went through a public consultation process. It was then updated and successfully adopted by the government in 2025.
