Adaptation Fund Proposal for Montenegro’s Tara River Catchment

Adapt40 are working with the UNDP Montenegro and Ministry of Ecology, Sustainable Development of the North, to create a $25m Adaptation Fund Proposal focused on developing the resilience of the 10 municipalities in the Tara River catchment to climate change.

The proposal will  be a cross-sectoral project, building on Montenegro's National Adaptation Plan and Local Plans, to focus on early warning systems, sustainable livelihoods, eco-tourism, flood and wildfire management and nature-based solutions.

Adapt40 will ensure the proposals alignment with the Fund’s technical, environmental, social, and gender requirements. The assignment includes consolidating climate risk and vulnerability analysis, designing evidence-based adaptation interventions, and developing a robust theory of change and results framework. The team is responsible for integrating climate data and GIS analysis, stakeholder and gender inputs, and environmental and social safeguards into a coherent proposal package. The project also includes detailed costing, financial and economic justification, and development of a submission-ready proposal, including all annexes and supporting documentation.
