FRLF Proposal Development, Capacity Building, and M&E Integration for Loss and Damage in Saint Lucia
Development of Proposal to the Fund for Responding to Loss and Damage (FRLD), Capacity Building, and Monitoring and Evaluation (M&E) Integration for Loss and Damage in Saint Lucia
Government of Saint Lucia: 2026 - Ongoing
Adapt40 are working with the Government of Saint Lucia’s Department of Sustainable Development to support the implementation of Saint Lucia’s Loss and Damage Strategy and Action Plan.
This support has three key components. The first is the development and submission of Saint Lucia’s first Funding Request to the Fund for Responding to Loss and Damage’s inaugural funding window, the Barbados Implementation Modalities. Adapt40 will also support the refinement of the request following feedback from the Fund.
The second component is a capacity-building programme for the public sector, focused on integrating loss and damage data collection into existing workflows and data systems. This will strengthen data management and internal collaboration, both of which are central to Saint Lucia’s Loss and Damage Strategy and Action Plan.
The third component is the development of a second Funding Request or Concept Note to address loss and damage in Saint Lucia. Together with the request submitted to the BIM, this will help establish the foundation of a dedicated loss and damage programme for the country.
The Funding Requests and Concept Notes developed in this work are fully endorsed and reflect the economic and non-economic loss and damage being experienced across Saint Lucia’s priority sectors. These ideas were selected from the eight project briefs included in Saint Lucia’s Loss and Damage Strategy and Action Plan.
This assignment builds on our work done with Saint Lucia in 2025 to develop their Limits to Adaptation Needs Assessment and Loss and Damage Strategy and Action Plan. Its outputs are aligned with existing laws, policies, and plans, to support seamless national uptake of loss and damage priorities.
