Building capacity for Transparency and Resilience and Empowerment of Montenegro for Effective Climate Action

Working with the Gauss International team under the GEF‑CBIT project “Building Capacity for Transparency and Resilience and Empowerment of Montenegro for Effective Climate Action,” Adapt40 developed a comprehensive training and capacity‑building programme on climate adaptation reporting for the Government of Montenegro. The programme focused on enhancing adaptation reporting by building awareness of UNFCCC and EU reporting requirements and strengthening the skills needed to collect and manage data that underpin transparent, robust climate reports.

Adapt40 designed and delivered in‑country training modules for technical staff from multiple national institutions, promoting active learning through participatory and interactive sessions, learning‑by‑doing activities, and the use of local expertise. The sustainable curriculum was supplemented with case studies, additional reference materials, and recordings to support ongoing capacity retention and future onboarding of staff.

Adapt40’s sessions on adaptation were intentionally developed to complement mitigation‑focused training led by colleagues at Gauss International, together forming an integrated programme that strengthens Montenegro’s overall climate action and transparency framework.
