Montenegro National Nature Investment Plan

Adapt40 is working with the Government of Montenegro, under the leadership of the Ministry of Ecology, Sustainable Development and Northern Region Development and the Ministry of Finance, to develop a National Nature Investment Plan (NIP). This assignment is delivered under the GEF-financed project "Biodiversity Mainstreaming into Sectoral Policies and Practices and Strengthening Protection of Biodiversity Hot-spots in Montenegro”.
Montenegro's Biodiversity Finance Plan sets out the policy and financial framework for biodiversity investment but a gap remains between this planning and a concrete pipeline of investable opportunities. The NIP addresses that gap by identifying and structuring around 50 nature-positive investment opportunities across ecological infrastructure, nature-positive built infrastructure, and anchor value-chain assets in sectors such as agriculture, forestry, and fisheries.
Adapt40 are collaborating with Adapt3E to lead this work, supported by stakeholder consultations and validation workshops to secure institutional alignment. Alongside the NIP itself, Adapt40 is developing a Methodology Blueprint and Lessons Learned Report to document a replicable approach that can inform similar nature investment planning in other countries.
As an EU candidate country expanding capital investment across transport, energy, water, and tourism sectors, Montenegro is well placed to demonstrate how biodiversity and nature-based solutions can be systematically mainstreamed into public capital planning. Adapt40 is proud to support this pioneering effort to move biodiversity finance from policy design toward structured, investment-ready programming.
